This is just an absurd cover story. The drones, certainly the auto sized ones, are DoD/CIA. I see three reasons for this psyop which are not necessarily mutually exclusive.
1) They will be linked to a false flag disaster and blamed on Iran, giving a cover story to the coming attack and war with Iran leading to Russia as well. The false flag may well be nuclear, probably a dirty bomb but possibly a tactical nuke in a city, which would tie in "nice" with the attempt to obliterate Iran's nuclear industry. If the war does not go global nuclear, NATO will lose it and it will mark both the end of the Empire and Israel. This is all part of the planned power and economic shift to Asia.
2) Passing the bill now in Congress to further restrict ownership of even small drones to civilians. Drones are very useful for asymmetric warfare against conventional militaries.
3) The realization of the fake alien invasion predicted by Wehrner van Braun when he was dying of cancer in the 1970s.
