It is vital that a propaganda ministry make every effort to keep morale high in order for the war effort to be pursued because as soon as your people feel like they're losing and no longer have the will to fight, any hope of winning the war is gone. You must keep people believing that they're winning and that victory is possible for that reason. People must believe in what they are doing in order to have any chance at success. It's not a criticism that German propaganda was very biased towards winning when the contrary was obvious because that was what any good propaganda ministry would be expected to do.
