I agree that is why one can not have an organization such as govt. to monopolize the use of power. Yes, governments are made up of individuals and most people are opportunists. I have made an alteration to the old saying, "Evil succeeds when good men do nothing" to "Evil succeeds when good men cooperate with evil". Recent example: CANADA. The "good" police along with the few "bad eggs" all participated in violating the very citizenry they swore to protect.
I believe most people are basically "good." Unfortunately, if they become overly partisan, those good people can do bad things.
I've seen it with my own family and some former friends, who have cut off contact with me because I didn't quietly submit to the last 2 years of government policy. I dared to question in very thorough ways in which they could not logically rebut. Rage and hysteria were the result.
