Even if this was simple negligence rather than intentional to cause death tolls to make President Trump look bad or perhaps receive windfall inheritance taxes, it still rates at negligent homicide to my mind. The Department of Justice has made inquiries into these states' actions.
So why no arrests if this is true (the documents are posted online for New York State)? President Trump does not want to frighten the voters with the thought that the nation is about to become a police state. Arresting the governors of five states might upset voters, particularly with the media proclaiming so many lies against him. But I also expect these governors will do their worst to try to steal the election. They are committed and have to continue until stopped. Even if they know they have lost, they need to continue in order to achieve negotiating power to try to worm their way off the hook.
So I think that when the polls close, the U.S. Marshalls will move in, possibly backed by Special Forces and Apaches in case the governor tries to call out the National Guard. Sic semper tyrannis! Send them to jail for consecutive sentences. Never let them breath free air again for the rest of their natural lives.
