You say that the Fed has at its disposal the strongest armed forces on the planet, the US military. That is true in some ways, while in some important aspects it is false.
First of all, to rank armed forces on a scale of some abstract 'strength' would be alien to military professionals : every military exists not to win in a sport-like competition of showing strength, but to perform certain purposes for the interests of some entities.
Thesis : the military that the Fed has on its disposal, the US military, is not fit for the purpose of supporting the Fed's ultimate aims.

Now, this is not to say the central bank of Russia is independent. Nor that the Fed cannot control, fully or limitedly, other militaries, even perhaps the Russian one. But that's outside the scope of the initial thesis.
