Thanks for reviewing Velocity M2; My theory is that the reason is that much of the fiat money the FED introduces to the market gets stuck inside the Investment Banks who use it for gambling on with Derivatives market (ref: 2008 in the mortgage Derivatives). for their own benefit. If all this flood of money were used in the retail / public banking market, and if the retail market were able to use it productively, then the velocity would be increasing, not decreasing.
