In able for the Fed. to lower rates, you mentioned how they have to get into the market to make that happen. Were you referring to the debt market?
They also mentioned buying the debt which is obviously bullish but risk has been too high.
Seems like they'll keep rates flat next FOMC until they get a better handle on risk?
