This reminds me of when the US government said they were cutting spending...what they really meant was they were cutting the budgeted increase in spending. When normal people with a family budget talk about cutting spending they actually spend less...when government talks about less spending they mean is that we are decreasing the projected increase from last year's budget from 200% growth down to a measly 180% growth...unbelievable!

You just have to be able to understand the Fedspeak language. For example, when they say, "we are going to taper" it means in plain English, "we are not really going to taper." Or, when they say, "we are going to raise interest rates" it translates out to, "we are telling Congress and the public some kind of bulls hit story to make them think we are helping the economy." It's a very sophisticated language that has been used by kings, politicians, chieftains, bankers, etc. since the dawn of time. Unfortunately, it is not offered as a course at any non-Ivy League schools.
